I don't know what "actual approval ratings" mean.

Obviously we know polling is flawed. But I think if you look at enough snapshots and an aggregate of multiple sources you get a pretty decent idea.

Obviously the easy thing to do is to point towards the polls in 2016 but even those polls were tightening after the Comey letter. It went from like 89% Clinton to like 70% Clinton. Which was getting closer to 1/3 for Trump, which is certainly not 0.

That being said, Obama had his flaws but I don't imagine he was ever at 32%.
