It is the House that impeaches, the Senate that removes.

But for what it's worth, I think if the Democrats won the House they would be hell bent on impeaching President Trump... Trumped up charges or not.

They would be catering to their supporters, of course, and it would be an opportunity for more grandstanding & witchhunting.
