In 2017 the U.S. produced somewhere around 4.3 billion bushels. Since the Trump Admin began it's tariff war, soybeans have fallen just over $2/bushel. The $12 bi is slated to be split between direct payments and marketing programs. I suspect whatever payments are made will not compensate soybean growers for losses in value. Corn and livestock have also been negatively impacted, but USDA has not indicated making it right with those sectors.
