The particular commodity concerned is soybeans. Exports are a significant factor in determining the price of soybeans which determines the income of soybean farmers.

The Federal Government is in a trade war with China. The purpose of the trade war is to garner benefits for the American economy. The benefits of winning the trade war will be wide spread. The costs are born by a few. The proposed bailout you refer to is for a single specific group that is bearing more than its fair share of the cost of the trade war.

The Federal Government regularly comes to the aid of many in this nation who suffer unusual and unexpected losses due to natural disasters. This differs from those "bailout" programs only in the fact that the Federal Government has caused the disaster, not Mother Nature.
