maybe it was just over my head, but it makes complete sense as Andrew spells it out.

Steele is the assembler of allegations brought by Russian & other informants. The Steele dossiers presence exists entirely on Steele's reputation as reliable up to that date. But there shouldn't ever be VICARIOUS Credibility, or a credibility cloud. the Russian & other informants should have been vetted (impossible).

Disgusting.
