Just because Obama issued the fewest executive orders since Grover Cleveland (277 in 8 years v 291 for George W. Bush; 364 for Clinton; 166 for 4 years of George H.W. Bush; 381 for Reagan; etc) doesn't make him authoritarian. So no issuing executive orders does not in and of itself make a POTUS authoritarian.
