IG report says he said bad things about Donnie. He used an FBI device to say them. Oh my. That's an FBI rule breaker, oh my. IG report said his assumed bias (known in the real world as an opinion) had NO effect on his work.

SO basically you have Donnie whining about the FBI basically not liking him - but working as professionals carrying out their work.
