And court decisions.

So a law says there must be at least four bananas, or a court interprets a law that way. How many bananas are there actually? Are there four? Five? A dozen? Also, how old are the bananas and where are they from? How much do they cost? Who buys them? How are unused bananas disposed?

The answers to all those questions and many more are policy.
