You're making the assumption that every kid that's coming across the border arrives with his/her parents and is automatically being ripped away by the government. It's my guess that a number of these childhood arrivals are related to human smuggling and trafficking. And yes the government would have the moral duty to remove them from those unrelated persons who are using them as a golden ticket for citizenship.
