The basic rule of American labor law is any 18 year old can contract with anyone one he or she wants. That means the base line rule is that 18 year olds are free to sign professional sports contracts.
That right can only be restricted by a collectively bargained agreement between the professional leqauge and the appropriate players' union. The one and done rule, MLB's rule and the NFL's rule are all collectively bargained rules between the appropriate league and appropriate players' union.
The elimination of the one and done rule would likely limit or eliminate the ability of some young players to score major financial gains, i.e. big rookie contracts. And there may be opposition to eliminating that opportunity for young players among existing players.
