If there are 325 million people in the US, then 13% would be 42 million people committing violent crimes.
There are roughly 1 million violent crimes reported in the US each year, and these figures don't account for repeat offenders.
So, it's more like 0.01% of the population commits 100% of the violent crimes each year.
