Why do those who care about the fetus, not care about

Father Thomas Reese makes some very good points.
The goal of The Church should be to reduce the number of abortions, not make it illegal. The past 40 years have shown the people do not agree with The Church, and the people want the woman to have the choice.
But, why don't those who care for the fetus, not support programs which help women with the child? Healthcare. Education. Those things which make it possible financially for the woman to care for the child once it is born?
Perhaps if The Church permitted use of birth control, rather than fight against any form of birth control, there would be fewer abortions.
Republicans talk about it. Democrats do something about it. The number of abortions during the Clinton years, and the Obama years, actually went down.
