He does indirectly....Most laws are discreetly racist,...as has been pointed out many times. Look at drug laws..look at gun laws...look at laws around protecting the police. With many of those laws, it is indirectly targeting the black man, helping to fulfill the position that black people commit more crimes. Stop and frisk is a racial biased law/rule. drug laws especially as the drugs that are used more by blacks carry stiffer penalties than so called white collar drugs. etc.
