These aren't monikers I just made up to have a discussion, but when cuts are being considered, they are never referring to the mandatory spending side.
The article states that Social Security will not be touched. Therefore, it's pretty obvious that Paul's cuts are to the discretionary side. It doesn't matter if in reality that all spending is discretionary because it's beside the point -- the largest behemoth of spending is being ignored.
