he may very well have been, but regardless, being out of control and doing stupid stuff is almost a given when the mentally ill are confronted.
And still, the vast majority of cops, as nearly as I can tell, treat them as if they are as normal as the rest of us. I wonder how many depts actually ever even discuss this situation. Or more to the point...care.
