Our worth is independent of conduct or belief. Worth is based upon what Almighty God did, and cannot be enhanced nor diminished. God paid for sin "with His own blood". That is the source of our worth. It is infinite/immeasurable, and it doesn't matter whether or not you are a believer (have entrusted your soul to God). He paid the same price for all people.
"Therefore take heed to yourselves and to all the flock, among which the Holy Spirit has made you overseers, to shepherd the church of God which He purchased with His own blood."
Forgiveness is a separate matter, and this is where universalists get it wrong. You must distinguish between God paying for the sin of man, and God forgiving the sin of man. Those are not the same thing.
"If we confess our sins, He is faithful and just to forgive us our sins and to cleanse us from all unrighteousness. 1 John 1:9
"He who believes in Him" (the ONLY requirement for salvation) "is not condemned; but he who does not believe" (the ONLY condition for going to hell) is condemned already, because he has not (not ever, never) believed in the name of the only begotten Son of God". John 3:18
The Greek word for believes is 'pisteuon', and the word and verse means, in context, to entrust your soul to God through Christ. Once you have entrusted your soul to God, you can never again be in a position where you have never entrusted your soul to God.
However,
"blasphemy against the Spirit will not be forgiven men" Matt. 12:31 (a.k.a. unbelief in John 3:18 i.e. refusing to accept the gospel, refusing to believe on/entrust your soul to Christ). Blasphemy of the Holy Spirit is never forgiven. If you are in the state of having never entrusted your soul to God, you are committing Blasphemy of the Holy Spirit.
This is one of the most significant evidences of personal relationship with God:
"Now by this we know that we know Him, if we keep His commandments. He who says, “I know Him,” and does not keep His commandments, is a liar, and the truth is not in him. But whoever keeps His word, truly the love of God is perfected in him." You have to read the whole chapter to have a right understanding of 1 John 2, and not just say that because Christ died for the sin of all, all are forgiven/saved. It says later in the chapter that those who falsely claimed to be believers went out, that it might be known that they were never part of the body of believers.
I send no one to hell. Anyone who goes there sends their self there with their personal choice to not entrust their soul to God.
In addition, Romans Chapter 1 says that God sends light to every man, and to the extent they embrace the light, they are given more. So, there is no person on the face of the earth that is not given enough light to lead to salvation. Also, children who do not reach the age of reason, and who do not achieve the ability to chose sin, go to heaven. They are in a state of innocence and as the scripture says of David's son, we believers will see them in heaven.
