I believe the rule is three semesters (not counting summers) before a non-qualifier can transfer from junior college to a four-year NCAA school.

The only non-qualifier I've heard of who made it through junior college in one year was Nate Strong, but that required leaving high school a semester early to start the three-semester window early. Verge didn't do that, so he's not an option until the 2019 class (hypothetically could pull an O'Liney and transfer at the semester, I guess).
