But on a purely secular level, I think we would need to first fix some of the government programs that have caused/exacerbated this situation, especially the breakup of families.
As I have stated on here before, I think the idea of a negative income tax is a promising one. Eliminate the plethora of other government programs, including minimum wage, and replace it with a negative income tax.
No one should starve or freeze to death. No one with the ability to work should not do so and rely on the government to take money from others to feed him & his family and provide food, shelter, clothing & medical care to him.
The government also should not make it illegal to hire someone for what the government has decided is too low of a wage.
Let every company or person be free to hire people on the free market. People can then choose which person or company offers them a job and benefits that are most favorable to them. If they cannot earn at least a bare subsistence wage family, neighbors and charities should be able to receive tax breaks for helping them out. If they still can't make at least that bare subsistence wage the government could help make up the difference through a negative income tax... rather than the family owing taxes to the government they receive a subsidy from the government to at least give them the bare bones minimum to live. As their income increases, the subsidy decreases, but their standard of living also goes up proportionally.
I think a reform of the criminal justice system is also needed. Fostering charitable organizations, whether secular or religious to set up programs to help mentor, model and teach individuals and families how to live... how to discipline and teach their children with love, how to plan and budget, how to maintain a home & if necessary a vehicle and on and on.
Jails and prisons are needed, but no inmate should be put in a situation where they have to endure rape or other physical or serious mental abuse. Mentoring and teaching would also be useful here, though it wouldn't necessarily be a substitute for punishment as consequences for unacceptable behavior, nor jail time even as a means to protect society from those not willing or able to restrain themselves from anti-social behavior.
But the ultimate goal should be reform, and for most, enabling most offenders to integrate back into society in a wholesome fashion.
