Jesus was talking about Peter, James and John.

Six days after He said this, He took these three disciples with him up the Mt. of Transfiguration. There they were momentarily transported to the time of the 2nd Coming where they saw Moses and Elijah talking with the Lord in His glory. They also saw the cloud that represents the Holy Spirit and heard the voice of God (Mark 9:2-8). Just as He had promised, these disciples had seen the time of the 2nd Coming before they died.
