thanks to the tax cuts?

From my reading of the impacts, the poorest aren't getting much of anything extra back (they pay very little). The middle earners are getting small increases in take home pay but it is generally used for current spending and needs. The wealthiest by in large don't need the extra money, so it's going to savings or investment.
