Does a player red-shirting free up a scholly?

I'm not sure that it does or doesn't. Was thinking about it with CVL if he's going to be re-habbing for a year - can you use that scholly for a year? I realize that it may only be 6 months and that there are other reasons he may not want to redshirt, but those are not relevant to this question. Same with Mitchell Smith - he's been red-shirting and I assume attending classes paid for by his scholarship - does it count against the limit?
