I could visit any of a number of fireworks stores within a few miles of the city and get enough black powder to create a very powerful bomb. It would cost me a few hundred bucks, take zero knowledge and raise not a single red flag. A quick stop at the hardware store would multiply the destructive power ten fold and cost less than a happy meal.
Explosives do not need to be complex nor expensive to be quite effective.
Guns are relatively cheap and easy to obtain. If that changes a new weapon of choice will come along. Most likely explosives of one type or another. Napalm is very easy to produce too.
