you went to the Sheriff's Office and made application. The local sheriff in Broward Co. may have had a better feel for Cruz than some computerized database search since they had around 20 "contacts" with him.
Those aren't criminal convictions and even if they were, if they were from Cruz as a juvie his slate would have been wiped clean once he became an adult. Perhaps the locals would have had a better feel for his mental state.
But lets computerize it into a national database so some person in a call center gives a thumbs up/thumbs down.
