fairy tale scenario were to come there would be nothing trump could do to stop it.

As to criminal charges most constitutional scholars do not believe a sitting president can be criminally charged, that is why impeachment is there. Impeach first then bring criminal charges.

The power of the pardon is not restricted. There is nothing stopping an outgoing president from pardoning himself and everyone in his administration.
