It just compares broadcast numbers with this year's as below 2014. The difference here is that Olympics coverage is split among broadcast, cable, and streaming. So, it stands to reason that there are more total viewers than accounted for in just this year's broadcast numbers. I've been jumping back and forth between cable and broadcast. I've noticed that events are repeated between the two.
Another point of note: The Russian team was disqualified this year for doping four years ago at Sochi when they actually did take more medals than anybody else. You can draw your own conclusions about how they performed during the Soviet years.
One criticism I remember that always came up was that at that time all the competitors were supposed to be amateurs. But the participants from the communist countries were in reality professionals. And the East Germans had a reputation for doping.
