You can't make an honest measurement by how much they spend. For example, China pays its personnel 1/9th the wage of what the US pays. They also pay less, a lot less for the same supplies, equipment, and weapons. That's why Walmart buys from China. So, you see, China can raise an army nine times the size of the US for the same money.
