By definition, he must delegate many tasks. He can't micro-manage every little thing.
That memo is not doing Trump's work. He still has to perform his duties. If the contents of the memo make people look bad, because it exposes their misconduct, that is not doing his job. That memo doesn't meet with the leaders of other countries, or make policy statements, or sign legislation into law. It doesn't give orders to our military leaders.
