Trump doesn't know what he is doing and has no political ideology to speak of, thus a slimeball like Miller has ability to exercise influence.

Remember the great fear was that if the last guy Trump talks to is a Democrat, the GOP freaks out. Don doesn't know what he is doing but wants so desperately to be liked that he agrees to go with the last guy who had his ear.
