In short, yes.
Russia created twitter bots.
Russia wrote fake news articles.
Those bots tweeted amongst themselves to generate traffic.
Once enough retweets occurred, tweets by the bots were made to Twitter accounts of sites known to be frequented by conservatives. Those sites looked at the activity and often thought it was enough to be legitimate, and retweeted the fake story. In addition, those bots attracted human followers who would often retweet the fake stories.
How many were influenced may not be knowable, but given the small vote differentials in Wisconsin and Michigan, it may not have had to be many in order to influence the outcome of the election.
