Trump Tower covers a lot of people

I think I have read that Manafort actually had an apartment in Trump Tower.
That other con man Felix whatshisname, the sleezy Russian guy who gave info to the feds to stay out of jail reportedly has an office a few stories below Trump's offices.
So the point is saying "Surveillance at Trump Tower" is an inheriently vague claim.
If either of those were under surveillance as potential espionage threats, I suppose that information could be classified.
