The guy who gave the fake address was baiting the other guy to swat him... and gave the victim's address in lieu of his own.

I wonder how he got that address? Just made it up? Selected it randomly? He knew the guy and wanted to prank him? The guy married his old girlfriend?

The guy who called the swatter was obviously guilty of gross negligence.

The cop wasn't doing anything deliberately wrong. They will have to sort out whether he violated policy given the circumstances, whether he has the mental mindset to handle the stresses of that job, whether they had adequate training, equipment & plan for situations such as that one.
