It never did

The Special Prosecutor was appointed because Trump fired Comey, who headed an active investigation that included high level Trump team members. So, as we have subsequently learned from Trump’s own Official record (his Tweets) and from his interview with Lester Holt, Trump obstructed Justice. So, yes, it broadened the task Mueller has been tasked with.

That is nobody’s doing but Trumps.
