The way it often works is that if the state starts the investigation, they may be the only ones involved, unless they either request federal assistance or the feds become aware of serious federal crimes and intercede. Generally, the feds would only come in at the request of the state if it is their investigation.
If the feds start the investigation, the state may or may not even know about it. It depends.
In the SC case, there may be crimes that could be charged federally, but they may not have requested any federal assistance or they may be charging them with similar state laws that cause the feds to be disinterested.
Most criminals would rather be charged at a state level, since federal prison time is basically day for day, instead of the false sentences most states give where inmates serve only a fraction of the time they are sentenced to.
