If it was so rigged for Clinton, why the October letter?

Look. I am no Hillary fan, but the whole email "scandal" was partisan crap, pushed by people that were every bit as sleezy as Hillary.

Comey's late October letter announcing he was reopening the investigation over Weiner's computer was clearly damaging to Clinton's election chances.

Apparently it also violated DOJ rules. But whatever, I claim no expertise in that area.

So if the FBI investigation was such a pro-Clinton scam, why issue the letter?
