The theory is that in June of 2016, the Clinton campaign sought to undermine the Trump campaign with a fake meeting promising dirt on Hillary Clinton? Tin foil hat time.

Carter Page went to Moscow. He met with officials and lied about it publicly. The capacity argument is irrelevant.
Even if there is no collusion found, that Trump hired Manafort with Manafort's background and allowed him access to the campaign and presumably classified meetings, is reckless or grossly careless.
