He is just a dumb person who is in considerably over his head and is very poorly informed. He isn't evil, calculated, underhanded, racist, etc. He is just dumb, and people attribute a false premise of competency to him that makes his dumbness appear it is rooted in other things.

Its kind of how you don't like Muslim people. That isn't racist per se, you just don't know any Muslim people I assume so you hold somewhat uniformed or dumb positions and people attribute that to you being racist.
