Since the allegations included in the so called Steele dossier never became an issue during the campaign, my understanding is it had no impact on the results of the elections.
As far as Hillary and the DNC spending millions on that opposition research, it isn't something I have followed, but my understanding is that claim is based on a misunderstanding of the billings of the law firm that retained Fusion. The law firm did far more work for the campaign than this one matter. The amounts paid to fusion were far less than the amounts trumpeted by partisan GOP hacks.
