Can there be 'unsatisfied' demand?

If there is a product with a customer demand of 1 million units per month, but manufacturers can only produce 100K per month.... what is the ACTUAL demand? Is it 100K because the consumer doesn't have the 'ability' to pay?

Think of the oil crisis in 1979 when cars were lined up to get gas that was in short supply... was the supply the same as demand? Or was demand the actual need?
