First, if their is a willing employer and a willing employees, and a background check is done, then they are more than welcome here.
if coming here for education, a background check is done, and they have the means to pay for it (or scholarship) they are more than welcome.
If they come seeking a job, and they pass a background check, give them some time to come and look, or maybe set up some program to allow it do be done.
If they have the means to come here and live, and they pass a background check, they are welcome here.
All of these arbitrary countries, religions, max number of immigrants are just plain stupid. Let the market figure that out.
If you can't pass the background check, then you don't get in.
