to determine and try to agree on what and how much it needs to operate - even within the clearly stated terms of the Constitution. There are, IMO, acceptable reasons for gov't aid, from tax receipts, to help some people. We have overdone that effort in recent decades, since no democrat and too few republicans will ever say no.

And, IMO, the real problem is not taxing nearly as much as spending. Until that is controlled tax changes, warranted or not, are nearly impossible to produce.
