Great questions. A six-year old and three-year old can consent; they have friends they engage with voluntarily and they can even exchange property voluntarily. Of course, that's not what you're asking, but I wanted to clear that up. They are obviously not developmentally equipped at those ages to provide for themselves. This gets into Rothbard's writing on children and rights. Ethically and morally, the parents have a responsibility for caring for their child. But they do not have a legal responsibility or legal obligation to do so. To claim otherwise is to introduce force against them. No, I don't think it's appropriate to have protections dreamt up by outsiders.
