The NFL is ceded tax exempt status, but that really had no bearing on their income tax liability (it was image only.) The league is an association that receives most of the NFL related revenue, with limited expenses (contracts are at the league level, while expenses are at the club level.) The NFL doesn't file a formal partnership return (whose income would not be subject to tax).
trump could propose to make this type of (association) entity subject to tax - essentially taxing all of the owners TV & licensing revenue, and keeping the expenses trapped at the club level (not off-setting the income.) Good luck with getting that passed, as sports teams are not the only enterprises structured in this manner. Even if trump could get congress to authorize such a measure, the NFL would simply restructure itself to match deductions with income.
