It depends on many factors including whether there is sufficient demand for additional labor.
Of course, these decisions are made by free thinking employers and free thinking prospective employees, and through this process of honest price discovery for labor, wages are determined and labor is properly slotted with demanding employers.
However, prohibiting any part of this process will lead to all sorts of unintended consequences and most likely will lead to a shortage of labor and a shortage of productivity, which almost always result in higher prices.
