1. People who engage in voluntary transactions with other people to provide services or goods sought by the purchaser. I.E. the productive/private sector of people. (which would include a heroin dealer).

2. People whose income/livelihood depends on the forceful taking of money/property from the productive sector of people. I.E. the public/predatory sector. (which includes police officers).
