is fine. But it has almost nothing to do with the only pertinent issue, law. First, I think that Jefferson's thoughts on this were in a period before the Constitution was even ratified. He and Madison had very lengthy discussions on the appropriate federal power to be allowed thru the Constitution and how it was to be manifested as to the states.
That term "must refuse" I assume is simply part of the definition of nullification. A concept that means almost nothing, then or now, if only because we have a method of determining inappropriate use of federal power.
