Wall Street started packaging these things before the ink was dry on the Glass-Steagall repeal.

Fannie and Freddie had the tightest underwriting standards in the business until they followed the Wall Street underwriters after they started to lose market share. Fannie and Freddie loans failed about 1/3 as much as Wall Street originated loans. Fannie and Freddie outperformed the entire mortgage market as a whole.
