WADR: the filing of a lawsuit means, well not much. And as the old adage goes, anyone who can hire a lawyer can sue anyone for anything.

And frankly, you don't have to have evidence to allege claims. All you have to do is draft a complaint. You can hope that you'll uncover facts that support your case in the discovery process.

And suing someone imposes a cost and burden on them, i.e. the cost of defending the suit in time and money. American politics have deteriorated to the point where there are folks on both sides who will sue the other to simply impose this burden on the other side, to make the other side's life more difficult.
