They don't have the staffing that rivals has, and 247 relies on a composite algorithm. Rivals rates top recruits based on seeing many of them in person (at camps). Rarely is a top rivals recruit rated that way on a whim (where rivals falters is in scouting guys who don't attend their camps and aren't big names).
