The reason low income people don't have jobs: algebra. This is a political effort to raise graduation numbers. The best way to raise those numbers is to lower the requirements.
Everyone should get a trophy and a diploma. That way everybody is equal. Or at least equally credentialed.
Here's a thought, the main reason people are unemployed or under employed is because they're stupid. Lower standards does not make you smart, getting a trophy doesn't mean you won.
