11 CFR 300.2(e) Donation. For purposes of part 300, donation means a payment, gift, subscription, loan, advance, deposit, or anything of value given to a person, but does not include contributions.
And liberal Harvard Law School professor Alan Dershowitz says it is a violation of the First Amendment to prohibit the exchange of information. And, when you look at it, he's right. It would violate the constitutional right to Free Speech.
